Penang councils have been placed on a 24-hour alert in anticipation of the impending Northeast Monsoon, which is forecasted to begin in early November based on climatological factors. The Penang Island City Council (MBPP) and the Seberang Perai City Council (MBSP) have been directed to maintain this heightened state of readiness.
